Picked up a m1 garand from an estate. I have no real experience with them. When pressing the properly loaded clip down into the receiver the bolt isn't biting and engaging.

Depends, it could have the modified Holbrok Op rod, or maybe Clip Latch spring problem. Does it return if you pull back on the Op Rod Handle? Maybe check this out, Diagram for proper Operation.

Could be bad enbloc clip, does the enbloc seat or lock in OK and all the way down? Could be several timing issues. Try a REAL GOOD CLEANING first.
