Good Cop or Bad Cop?

In light of all the Leo threads we have had I just couldn't resist.
The wife and I were comming through Ft Oglethorpe and pulled up at a light next
to a GSP car. The officer looked over at us and gave a friendly wave and I returned one. Well I did a double take and noticed he had a passenger in the back seat. The guy was a mexican in hand cuffs talking on a cell phone. Sure enough in hand cuffs on the phone.
I have had the privelege a time or two to catch a ride in the back but was never
ever allowed to have anything in my pockets let alone a phone. I can only figgure he was a good cop allowing the man to make his bail arrangements in advance.
So what do you think good cop or bad?

I think it is pretty racist that you automatically assume that he was a prisoner.

Maybe he was the cop's gardener.

Good cop. He was doing his job but saw no need to be an a$$ about it. Just like 99% of them.
