In 2008 changes were made to procedures for importing trophies that have caused many to be seized as contraband. Basically the authorities got pissed about Congressional changes meant to protect American hunters from clerical errors made by foreign governments. This was simply clarification of protections that had been in place for decades. The responce from the import authorities was to actually reclassify many trophy imports as contraband and seize them with no possibility for the hunter to recover them. They did this in clear contradiction to the intent of Congress.
Think about that crap. People are going on their "Hunt of a lifetime", spending a tremendous amount of money and because of some minor clerical error by a clerk in a third world country they are losing their trophies permanently.
