Using it with a rifle stock lower falls under ATF SBR (Short Barrel Rifle). Unless you are willing to register and pay the tax do not be tempted to try.

Two options are available to avoid class III requirements.

Install on a lower with the pistol tube so it is classified as a pistol. I do have the pistol tube and will give it with the upper assembly. This is a hot hard hitting round and makes a good AR pistol platform for maneuverability.

Option two may be what you are suggesting. Attach a long flash hider to attain an overall length of 16-1/4" to use with a rifle stock to avoid the SBR requirements. Now keep in mind the flash hider will need to be as ATF refers to permanently attached. This is simply applying solder to the flash hider to prevent removal by unscrewing. This was commonly done to the old FAL kits to make the weapon have the short barrel appearance and keeping it legal.
