The Seller can send it directly to a GA. FFl, using USPS if he wants to, and if the FFL will accept it. No bill of sale required.

Even in a FFL to FFL transfer no BOS is required.

Correct, I should have been more specific. I was referring to a bos as "paperwork" in general, including an FFL transfer - just pointing out this couldnt be a face to face transaction in a parking lot if crossing state lines. Sorry for the confusion. I'm not sure if it works both ways, but I had a guy drive from Al. to Ga to buy a recent listing of mine and Athens gun club processed everything without issue (well he did get delayed, so he had to make the drive twice).
