I am looking for a good deal on a ready to ride road bike. I am just getting started ridding again, so I don't really know what I am looking for. I currently ride a mountain bike on the roads and sidewalks for up to 40 miles so far.

That depends on outside temp, but around 31".

Both have been taken apart to the frame!, regreased, new cables, tires, tubes, wheels trued, tuned up, cleaned & polished! both Look, and ride smooth! with a 31" inseam your standover is height is better suited for a 54 or 56 cm frame. Even if you could stand over a 58" (usually 6'2"+) you will be so stretched out in the saddle it will be uncomfortable.
