Mystery fluid coming out of the ground.

You have to go to the health dept for drawings of septic systems.

It could be grey water run off. I had a neighbor years ago that ran his washing machine and dishwasher to a separate line that went to a buried drum. It stayed wet there and did stink although it was not toilet water.
 
Finally got the septic as built, the red line is my fence about.

I do know from digging in catch basins and drains and even a post for kids zip line, that there is tons of debris and sticks and mulch stuff in my dirt. Sad but it may be the cause of this. The bio breakdown.

We’ll see what they say tomorrow.

Sooo, inspector was really great. It’s not the neighbors septic. We think it’s her sprinkler system underground directly on top of the hill. Just adds a bunch of water after a heavy rain. The oily mess is likely algae from the breaking down of all the crap the developer buried to save money. Sticks, branches, pine straw all the roots and such from mulching. So basically harmless, crap but not …. Crap.

I think it’s time to plant some ground juniper and cover the hill.
