Public Gun Range Etiquette

So I went to John's Mountain Gun Range- Pubilc range without an RO, a couple weeks ago. Brought a couple guns to break in or just shoot for practice. I get to the covered shooting benches and setup. A couple guys already there shooting. I take my time setting up, loading mags, assembling stuff, ect... about 10minutes.

One guy fires...and fires....and fires....and fires.... and fires....Goes on for about 14minutes (Yea I was timing him..lol) He's an older guy retired (He was talking to the guy next to him between chaning out mags and guns)
I walked over to him and asked if I could call range cold and setup my targets. He states I'm not finished yet.
Other guys at the range are just standing there waiting on the fellow shooter to "fininsh" so they can check their target and reset fresh ones.
This goes on for another five or so minutes, Finally, I yell out "Range cold" all the other guys follow suit "Range cold!"
The guy gives me a dirty look and places his gun on the shooting bench.

So I say all that to get to a question- Was I out of line?
 
At a public range with no official RO then the group works TOGETHER to call the range status. 1 shooter is not a group and should not be allowed to control the range. **** that guy. You had more patience than I would have.
 
A lot of ranges have a 15 min rule. new shooter don't have to wait more than 15 min before the range can be called cold.

Not a bad rule
time to set up gun
prepare targets
and others finish their mag or grouping

I have almost never seen anyone make a new shooter wait over about 5-10 min
 
Don't you just love some people?

Same guy probably drives 50 in the fast lane on the interstate...
