More important than a 'ytterbium laser' is as GoNoGo GoNoGo says - having an effective targeting system.

Once you can hold or sweep a target and synchronize that with a mechanism that can fire any kind of electromagnetic signal, then you have solved the most difficult problem, and have just two left.

1. What wavelength or wavelengths will be most effective - including in poor weather
2. How are you powering this baby?

A lot of the current working models to achieve this don't use wavelengths close to the visible spectrum. They use microwaves, because they're more effective at disrupting electronics than a collated light beam which primarily creates heat.

To generate and maintain sufficient power to run a device like that for multiple shots starts to need some fairly bulky storage or generation system. Possibly man-portable, but we don't have Starship Troopers laser rifles yet.
