Suppose a complete newbie who never owned a gun before decides to buy a gun for the first time ever. She's on a very limited budget and can only afford a couple hundred dollars for everything --the gun, all of its accessories, and all of its ammunition.
She probably can't afford to go to the range more than once shortly after she buys the gun she will shoot it a little bit at the range and then she intends to put it away and not fire it again for many years. (Although maybe you could convince her to do some dry fire practice, because that's free.)
