This is a like new LVOA Lower receiver. It's almost complete minus the stock. The trigger has been upgraded to a geissele SD-C enhanced, the grip to a magpul K2, and a noveske end plate added; everything else is standard from WS. Please email me for any questions, thanks!

I believe it would be a form 3 transfer between two individuals. You fill out and submit a form 3, when you receive your tax stamp you become the legal owner of the lower receiver.

form 4 transfer from individual to another individual/trust

yes, seller must maintain possession until the form 4 is approved.

other option would be for seller to remove from registry, sell as non-nfa item, and then buyer form 1 the receiver back into a sbr.
cost would be the same $200 stamp, but buyer would get it faster.
