Buy any stripped lower you want and build it as a pistol first.
Then you can swap it back and forth between the pistol and rifle configuration.

Once you make it a rifle, it can NEVER become a pistol again.

The ATF says that you CAN convert a pistol into a rifle and then back again... as long as you do things in a certain order and have certain parts nearby, apparently. Like for example, take the short barrel off prior to adding a butt stock... and make sure you have a long barrel sitting next to the pistol...

If you have a short barrel, a receiver and a butt stock sitting in close proximity to each other and there is no apparent purpose for them being in close proximity other than to construct an SBR, you can be arrested. Having the Rifle Upper/Barrel sitting there also gives the excuse that you can technically build a rifle... It's all a bunch of baloney if you ask me but IF you own a pistol, you had better not have a loose butt stock sitting around your house unless you have a loose 16" barrel as well.
Additionally, if you own an AR RIFLE, don't buy a short barrel upper unless you already have a pistol lower. Owning only a rifle and a short barrel upper is illegal.
