Unless they have something new on the market, most 12/24v pumps are pusher types (submerged pump). The deepest one for pulling only goes around 10-15ft.
You will probably have to set up a separate water storage tank along with a separate pump/pressure tank in order to get normal water pressure...

If you build below ground, you could cut down on the need for a/c, but you will need fans and filters for a constant flow of air. That would put your power consumption down to 1-4 kV depending on how big your fans are.
