    So - lower registered as an SBR I can have an SBR 10.5" upper and a regular 16" upper...non issues swapping out as long as the lower is registered?

    Looking to buy a lower and build it as a class iii. Can I still use a full length upper on it, or is it stuck to one upper/SBR only?
