That will likely get him cheap parts that won't last. Things happen when your working on cars that can't be controlled. If it takes an extra hour because of rust then I'd pay it just to insure the job was done right.

Those red pins don't move they are just guids. And yes tighten the crap out of them. But before make sure that there are enough threads on the bold so the nut isn't just getting snagged up against the shoulder of the bolt.
