That will likely get him cheap parts that won't last. Things happen when your working on cars that can't be controlled. If it takes an extra hour because of rust then I'd pay it just to insure the job was done right.
The point was not to have them be able to quote one number and then hang him dry for another number when they have to remove the spindle and torch it off.
 
I have a family member that drives Subaru's where they have snow/ice and salt on the roads. He trades them in every 2-3 years, just before they start having maintenance and rust issues. That all-wheel drive system he drives them for starts to act up when they get a few miles on them after a couple bad winters.
