    The upper alone is not a firearm (no serial number) and can be shipped anywhere. I am not sure of your obligation to ensure the buyer is aware of NFA regulations (likely zilch), but I would state all NFA rules apply (e.g. Pistol lower or SBR lower w/ NFA stamp).
