That is definitely not the case. ITAR regulations apply to all.
As mentioned, the OP should be good to go; just beware that mailing internationally does have different requirements than mailing domestically... to include what can and can't be mailed.
Be careful of what you list on export documents. What's the total value of the stock? Anything $100 or more and gun parts gets into ITAR controls, which you do not want to mess with.

I don't agree with that. The weed is just as much of the problem as the cocaine and others. It's the same guys making and smuggling the weed as the cocaine, it's just there are more smaller operations for the weed and meth as it is easier to make in smaller, more confined spaces.

Consult with your local ATF office. The actual agents are pretty good guys (it's the auditors and other goobers that give them a bad name).
There's a lot more to having and running an FFL than you guys think. Do your research before hand.
