That solves a lot of things. But far too often people can't do something that simple because "they're ok". Sorry, sometimes you're not "ok". Sometimes your poor choice causes others to loose loved ones.
Just some remingtons 700 and a 788 in 7 mag and .243 respectively. Since I'm out in the sticks and live honestly in a poor section of the state. The lower end bolt action hunting rifles move faster than a mid to high ends.
For every bolt action I've sold, I've sold at least 9 more semi automatics. I still have a few (bolt actions) that have been in my inventory for nearly a year now.
I'm not arguing why it shouldn't be done. Just giving insight as to why some FFLs wouldn't. As I mentioned before, I've done it several times. Also my shop is only a sideline for me. Honestly I've only been doing FFL transfers this year and some light work here and there.
Liability in the sake of risk/reward. Most FFLs aren't going to bother with it for the small fee they charge.
