I have a Brn-22 first gen receiver with a EOS-22 integral suppressor. Mine looks nice but from what KGmade said and others on arfcom the tolerances on these receivers are not tight. I have a multi page thread on arfcom where guys are reporting problems. Some are not reporting any issues but seems there is a QC issue with them across the board.
With that said....
Id go for a PMACA Pistol or SBR build. Accuracy with a 4.5-5" barrel will be good enough for plinking and with the possibly of loose tolerances it would most likely go unnoticed. I have really enjoyed my little SBR 10/22 in a PMACA chassis. As far as the PS90 kit goes I have mixed feelings about it. I think it looks cool if and only if the host gun is A SBR and has the barrel shorten to the correct length. And it also kinda sucks that they cost so dang much.
