Yes, and the last two ---about you possibly being mistaken for the active shooter, or you maybe seeing another armed citizen and mistaking him for the bad guy-- I think very few people talk about these.

As to his item #4, the bad guy wearing body armor, this was the situation at the Tops grocery store in Buffalo New York earlier this year. An off-duty cop hired as that store's security guard drew his pistol and shot the bad guy (in the middle of his chest apparently) multiple times, but the bad guy was wearing body armor and returned fire with his AR15 , killing the off-duty cop.
