Are you installing the trigger group with the hammer forward, or back? If it's forward, maybe it's binding somehow. Cock it before installing it. That's the only thing I can think of.

I am a gunsmith and I can fix it. I would have to see the gun to tell you what is wrong. It is like thing to repair a car over the phone. You need a gunsmith or some one who has worked on 10/22s to help you with it. Google "gunsmith Henry county" or PM me.
