Was just utilizing a bit of it to clean a surface and noticed the expiration date had passed. It is 70% alcohol and 30% water. How would using it past the expiratin date [even for first aid] be a concern or maybe stated better, how does alcohol deteriorate ? Thanks.

You’ll have evaporation at differing rates over time changing your 70/30 ratio…by how much I don’t know. It may be less “effective” but it’s not really going “bad”.

Put it in a still and boil off the alcohol and you will have 100% good to use not drink alcohol.

then 56.7% after the second year
down to 51.1% after the third etc.
90% Isopropyl Alcohol is great for lots of reasons (add a little lanolin and it's great for lubricating shell cases for reloading!)
