some are and some arnt, there are more than one "arsenal". some are legion guns straight from Russia, others were parts guns made in fl if memory serves me correct. The SLR line were the ones that were remanufactured from Bulgarian parts

Ahhh, did you read what was involved in "remanufacture"? Just the 922r compliance parts: trigger, furniture, muzzle break, etc. There are NO "straight from Russia" guns (thank Bush Sr for that), unless they are uncorverted Saigas and Veprs. If you want to use nonUS mags, have a bayo lug, cleaning rod holder, muzzle break, gun has to be remanufactured/converted.
 
It require less than a Saiga to convert. A bullet guide is really the only must have, and the kit with the guide, drill, and tap will run about $20 and 10 minutes of your time to complete. Browse on Carolina Shooter's Supply, they have all the conversion parts.
 

A parts kit would imply a bag of parts, a pulled barrel and a stripped receiver being put together, they are not doing that with these rifles. Arsenal Las Vegas does some of the finally assembly and I have heard even cut the bayo lugs, but they are not riveting and head spacing these rifles. Yes their have been some Arsenal marked weapons assembled here in the states but again that is not the norm.
