The best all around bang for the buck is the C5. Then just rip the engine out and raid the performance parts catalog. I could squeeze 600 N/A RWHP out of that engine cheap and not put much though into it.

The trick is ARP rod bolts and the bottom end will hold together a good long time. Camshaft in the .230 Duration / .600 lift range with higher duration and lift on the exhaust in case you want to put nitrous on it later. The reason I would stay conservative on the camshaft is so the idle would be somewhat tameable. The key on this motor would to be to spend a lot of money on the lifters and upper valve train. Very careful selection of parts for max RPM. One could build a 8,000 RPM beast with the right parts.

The engine parts would actually be more than the car at the price point they are at now. Still the car would handle very well, much better than it's predecessors. Yes I do believe some earlier models have more flare but I am taking about building an affordable high performance street machine with great handling and a lot of easy to obtain HP with the existing mill. Comfortable on the street, strip and track.
 
78 or 79 are my favorites, C3. Of course I'd have to beef it up to @ 525hp
My best friend in Big Canoe had a White in he built up with everything from the fan to the diffy.

His air/con wouldn't work with that set up he had so I installed one of the Holley Air con solenoids that mount in the carb base. It has a little plunger that bumps up the idle when you turn the air on. Of course you have to wire it in correctly which is a piece of cake. He thought I was Mr. Goodwrench when I put that on and it actually worked. 🤣 I think he had actually just given up on using the air and didn't drive it much in the heat.

I really like that year model as well. Especially the two tone grey color if we are talking factory colors.

On my 434, I just have the idle at a happy median. It's a Quick Fuel racing carb. But I've never had to touch it so far. The Holleys only lasted @ 2000mi before you had to start messing with it regularly. And the Quick Fuel runs just as well, but much more dependable. Unfortunately the car isn't suited for long trips. It loves to vapor lock. It's all mechanical including the fuel pump. It's very cantankerous, but runs exceptionally well. So I put up with the idiosyncrasies.
The cam won't allow it to run the power brakes, so I have an auxiliary vacuum pump for that. It actually stops fine with manual brakes. It'll even lockem up, but I prefer the extra level of confidence. You stand on the brakes and gas it, it won't hold the car in place. That much power. In other words, it'll accelerate faster than it will stop. 👹

Boom... wife got pregnant, dream dashed.
Decided to go with a Malibu wagon with 350 and auto. The first in a line of mommy cars.
