.22lr will fit in a handgun. or you could say i only hunt big urban based game, that would draw some attention

What business is it of yours if he sells without a FFL? And yes, I'm well aware of the laws regarding selling firearms. Bottom line is it's his choice and doesn't affect you one way or another.
