Actually no it is not an actual ban, and no it is not an EO either.

It is a sanction to go along with other sanctions the administration has placed on certain Russian people and entities. If and when things return to normal, the sanctions should be lifted. Of course a commercial airliner getting shot down in the region isn't exactly going to speed up the process...

I thought it was an Executive Order by President Obama for economic sanctions.
