So an 18 to 20 year-old who is not eligible to get Georgia weapons carry license,

but is otherwise qualified to possess firearms under federal law (not a prohibited person) and who has not shown any intent to use the weapon in a criminal act, should be good to go as a buyer in a private sale between residents of the same state.
