I live in South East GA in a 1900 sqft 3bdrm 2ba brick ranch home. My existing system is a 17yr old 4 ton Payne HVAC system. Can I replace this system with a mini split and will it work better and save on energy bills?

Mini split system cost versus replacing the HVAC system?

There are “mini split” systems with multiple head units, like one for each room. But that tech and cost pretty much warrants going back to replace your old unit.

But one, mini split system isn’t going to give you what you expect. Unless you have one open big living space, it’s not going to be of help imo.

Keep in mind, a 4 ton system is too big for 1900 sqft. These days a 3-3.5ton high efficiency unit will do the same job and better.
That depends on a variety of factors such as insulation and the equipment itself. Variable speed compressors are capable of running at a lower capacity or ramping up when needed.

Whatever you do stay with Mitsubishi don't let anyone talk you into something else, Mitsubishi is hands down the most reliable HVAC system made, there are several different versions you can have 1 outdoor unit and 4 or more indoor head units and they have a ducted system now that attaches to your existing ductwork.
