Kuduman what kind of rifle do you have that only has a 200 round barrel life?
If i remember correctly it costs around 2,000 or so to repair those targets. Proving you can hit a bit more than the road side of a barn is not unreasonable. I can remember having to qualify on the pistol range early on there. Today of you have a NRA pistol qualification at a certain level they figure you can shoot. Same probably goes on the high power range.
Remember the CMP is a private organization

Last time I shot CMP they required a semi-tight 3 shot group in the black with each rifle you were shooting before they popped up the next yardage for you.
That wasn't unreasonable at all imo...
10 per yardage/per rifle seems excessive but their range, their rules.
