Not exactly, am am 99% sure 8620 is mil-spec for just the carrier, but the bolt MUST be Carpenter 158 to meet the TDP requirements. Bolt materials as follows: Aermet 100 → Carpenter 158 (mil-spec) → 9310 → 8620.Assume you meant an 8620 BCG, which is often found on entry level ARs. 9310 is an upgrade over 8620.

Yes, but just as well could be 9310. Either way, its most likely not A100 of C158. Again though, the person that buys that upper is most likely not going to shoot it enough to see the benefits of C158, A100 or a chrome lined bore.If the specs don't claim milspec for the bolt, it's a far bet that it's 8620.
