Review at the top of this thread seems good.
Sure, some folks got lucky, and i probably didnt read a lot of them, but from the several i scanned, it seems worse-than-advertised exterior condition was almost typical. That being said, most still said it was a good deal for the money. Another ODTer posted another sale on these at Classic Firearms, and they list theirs as "very good" rather than excellent, which is at least a bit more in line with many of the PSA reviews.

On the page linked from PSA the title description actually states the condition of the gun as “very good”, not excellent.

BERETTA MODEL 84 BB 3.8" 13RD .380ACP PISTOL, LE TRADE IN VERY GOOD CONDITION

There is definely a variation within the description of any of the surplus guns available though. My last surplus purchase was a 3rd gen Smith 4013, which while it looked virtually brand new internally it has holster wear and tear for days.

Oops, my bad, I wouldve sworn I read "excellent". I know some of the reviews said what they bought was listed as exc.
Edit: the link the OP posted above does say exc. I think PSA may have just changed it.

At 299, I think they have a little leeway with the description. I wouldn’t expect near perfect.

Anyone know where to get a spare firing pin or extra spare parts for the 84?

Last i checked, Numrich was one of the best sources for a wide range of gun parts.
And, the price is irrelevant, the only thing relevant is their description. "Excellent" specifically excludes "leeway", it can only mean "excellent". Anything less is unacceptable, which I suspect is why they quickly altered their description.
