Best cheap seafood in Savannah?

Not sure about Savannah but if you head down 17 South to Shellman Bluff I hear nothing but good things about Hunter's Cafe. It's down by the marina.
Also if you make it that far then the 50th Annual Blessing of the Fleet is all weekend in Darien. Lots of things to do and see. And Skipper's on the river in Darien is very good.

Hunter's is the best -food and ambiance.

I hear you but, coming from south Louisiana, the answer can clearly be 'yes'. I don't need 'ambiance' or a 'dining experience'. I just want some good, fresh, seafood.

Crab shack sampler FTW, it's been a few years and I was a "tourist" but great seafood nonetheless

Well now that I live in Savannah I feel somewhat qualified to weigh in on this thread. If you're looking for high quality seafood(not fried shrimp baskets) but top notch dishes then I would suggest Driftaway Cafe on Skidaway Rd. Not cheap, not expensive, and always fresh and delicious.

Both from a ultra casual restaurant and a fresh/market standpoint?
Can obviously be two different places but is Russo's the best to get both?

Try the Jane Fonda North Viet Nam buffet. It's not very crowded.The cheesey bearded clams are a hit.
