Best hunting rifle for a young boy (11)

I've always thought they were a very safe rifle. Why is it unsafe?

.22 Hornet is a nice deer slayer, tho most people don't realize it. I've taken many Ga. whitetail with one. Low noise, low recoil 1.3 lbs from a 45 grain pill at 2800 fps. Great on small game and varmints. Easy to re-load for as well. A Ruger M77 would be sweet!

A local kid does quite well with a suppressed hornet. Some 22lr suppressors are rated for 22Hornet.

I started with a savage 308 when I was 11. I don't feel like a 7mm08 or a 308 kicks much harder than a 243 in a decent sized rifle with a good recoil pad.
