Best non-lethal defense?

So, we have a 'problem' in my neighborhood with a guy (I didn't call him a 'thug', my restraint is Herculean) that for some reason or another can't seem to contain his pair of vicious American Bulldogs. I'll save the long story about just how vicious they are and how many times animal control has been called and/or picked them up and/or ticketed the guy and just say my wife is now intimidated to walk our dogs (beagles, hardly 'killers' or able to defend themselves against those dogs) in case those dogs once again 'escape'. So what would be the best non-lethal defense?
I know squat about the difference between, mace, pepper spray, etc...

very simple, big stick. there's a guy that walks his dog 7 miles a day. he carries a really big freakin stick, also uses as a walking stick

be careful with any kind of spray as to not get it on your own dogs. it's a pain to get it out of fur

The neighbor carries a baseball bat now when he walks his one dog. Problem is we have TWO dogs and she needs to walk one in each hand so carrying a stick is impractical. Plus fighting off TWO dogs with a stick while trying to maintain control of your own two hardly sounds like a fun scenario. In a charge she could put both leashes in one hand and use the other to grab a waist clipped spray. I'd think that would be infinitely easier.

believe me, when u need a stick and don't have it, ur gunna regret it. if she can' carry a stick, buy a police baton. it's retractable and can be put on a belt. also much easier to control and does a lot of damage. having worked with animal control to rescue dogs, i know pepper spray doesn't work well on dogs that can run and dodge. in fact, i've been sprayed accidentally several times as a result of helping
 
Forget non lethal IMHO. I don't like pepper spray because it is an aerosol and can come back at the sprayer in the right wind. Bear spray could be cumbersome while trying to maintain control of two dogs.
