The rule, reportedly planned for early 2024, would require anyone engaged in the sale of firearms for profit to have an FFL.

Right after that rule, I would suspect there would be a rule that says something like...in order to enforce or monitor the rule, we are instituting an administrative registration of all gun transactions including private party. Private party gun transactions is what they are after here with all of this...
