Most New England states require an Ammo ID regulated by the state that allows purchase of Ammo. I know this is for sure in NJ

If you don't have a "Permit to Carry Pistol or Revolver Permit" OR an "Eligibility Certificate to Purchase Long Guns", you have to get an Ammunition Purchase permit.

The only upside is that in a practical sense, most towns in CT are shall-issue.

But wait - there's more!

For some time, there was a problem because you couldn't apply for a Carry Permit until you passed NRA Basic Pistol. But you couldn't buy a pistol in CT without a Carry Permit. So if you didn't have an instructor who would provide one, or a friend who was a gun owner who was prepared to attend the course with you while you used his gun to qualify, you couldn't actually meet the requirements to get a permit.
