Can you buy Kevlar or whatever it is called?

A basic aramid fiber (Kevlar is the famous trademarked name)
vest can cost as little as $100 used,
Or $300 brand-new. That’s for Threat Level 2, which stops almost all handgun bullets.

Level 3 vests would stop all handgun bullets, even 44 magnum and similar, although they cost more money, they’re thicker and bulkier, and weigh a little more.


For stopping RIFLE bullets that impact that over 2000 ft./second, you would need hard steel or ceramic plates, not any type of soft armor i.e. Kevlar.

A thin steel plate that would not stop a handgun bullet by itself can be used on top of a Kevlar panel to make a handgun bullet deform and flatten out its nose before it encounters the fibers.
That means the fibers will do a better job of stopping it quicker and fewer layers of the vest will be penetrated.
 
I bought a new, old stock (25 years old)
concealable aramid fiber vest issued by the German national police in the late 1990s. I believe it is threat level rated 2+ meaning it can stop 9 mm ammo fired from carbines and submachine guns where the muzzle velocity might be 1300 ft./s.
It only cost $100, and the size was XXL!
(unfortunately it was also made for tall people, not normal height, fat people!

The distance from the neck area of the front panel to the bottom edge is such that it really restricts my movement if I try to bend over while wearing it, because the bottom edge of the vest will sit on top of my leather belt while the upper edge of the vest pushes into my throat.
