I can get it out, just not worth my time. If it starts down the stairs the only problem will be stopping it, but that’s really only a problem for the house owner.

Throw some ply wood down and get a grinder and a few cases of blades and your dink of choice. It will take some time though

I dont see why you'd need to carry it down the stairs, put down some plywood, and use some rope, fashion a friction brake for the rope, and slide it down the stairs.

A plug in grinder with a few fiber cut off blades will get in the safe in just a few minutes. A problem with some of the older safes is that they have tear gas canisters that will break if you attempt to break in the safe door. Flipping the safe over and cutting out the bottom will usually avoid opening the gas canisters. The only gas canisters I am aware of were in the front door but it is possible they were placed in the sides of specially ordered safes.
It is also easier to weld in a new safe bottom I you want to use the safe again after cutting it open.
