At a safe distance, I'd probably take a few pictures and get their tag number and desriptions. I'd try to stay a reasonable safe distance to watch, and be out of the way, but observe to see if the situation turned worse and the police did not arrive in time, I may intervene to try and save lives. Couldn't live with myself if I watched people just get mowed down and I had the means to intercede and did nothing. Of course it would all depend on the situation, the distance, who was in the car with me etc etc.
