Having somehow managed to slog my way through this entire thread, I think the most practical suggestions ( that actually kept in mind the OP's criteria !!!) were for LE trade-in G17/19 (or S&W M&P), particularly the free shipping deal mentioned at Aim.
Obviously, there were numerous other workable suggestions, but for cost, reliability, lethality, and one that's usually high on my personal criteria (for everything from guns to guitars)......its trade/re-sale potential, then the $300 glox can't be beat.

fist word is cheap all those were found materials no cash outlay the slamfire 410 is an absolute joy
Personally, I'll never put a light on a handgun. Lots of good choices listed but to check out a noise in the dark, I don't want to point my gun at it to find out what it is.
just use your extensive martial arts training on your attackers and be done with it.
