A year or two ago, put a couple hundred bucks into crypto at Binance.US.

Been getting emails for a while now saying that GA changed some laws and now Binance can no longer provide services to residents of GA, and to transfer anything in the Binance wallet to somewhere else before the end of November or forfeit it to Georgia's unclaimed property program...

The crypto I got is pretty much worth nothing now, as I of course bought at the crest of the wave. I'd still like to get it out of there though but have no idea how any of it works.

Any advice on how to transfer to a private wallet or maybe to another service like CoinBase or Uphold?

You will need the address used in the private wallet or the address tied to your Coinbase or Uphold account for that cryptocurrency.

Say you are going to transfer it from Binance.US to Coinbase. Have both accounts pulled up, preferably on a home computer, not your phone or a tablet. From Coinbase select the crypto you are transferring, copy what will be your destination address for the cryptocurrency you are trying to send from the deposit section. Paste that destination address in to the withdraw section on Binance.US; you may have to add a memo or other information depending on which crypto you are trying to transfer.

I don't know what or how much you have but start out by sending a small amount. Because if you make a mistake and you send it to a wrong or bad address, you are S.O.L. Feel free to PM me if you want any if you have any more questions.
