Curious about visibility of Feedback

It looks like there's a discrepancy with Feedback indicators on forum posts. For most of the time, I see feedback flags:

And on other forums (fora?) I see none.

Is this by design or is it a 'feature'?

Could certain parts of the forums have the feedback visibility feature disabled?

It's been like this as long as I can remember. I suspect that it's forum-dependent. Certain areas of the forum don't display feedback, others do. It's never bothered me enough to report it but it is something that I continue to notice.
 
Most of that is dynamic and will change depending on the size of your display, style selected, and if you're in mobile or desktop mode. Simply turning a mobile device sideways will change what's displayed, as will resizing the window on a desktop. And yes, each forum section may have different settings. And then you have browsers that will send back different info to try and manipulate that based on user preferences.

It's just my autism cutting in.

In a past career I was a UX tester and it comes back to haunt me from time to time.
