do mailed lowers have to go through an ffl?

or do i just buy one online and have it shipped to my house?

Lower not only requires an FFL but the recipient has to be a resident of the state where it is shipped. The ATF views lowers in the same category as a "pistol". I.E. A/R pistols!!!!

It depends..Glock or 1911 lower: then you need an FFL. HK or UZI lower; no FFL needed. Whatever part has the manufacturers name and serial number on it is considered the firearm
