Get a copy of a current federal Firearms Transaction Record (Form 4473) - which you presumably filled out the questions in Section B are the ones that gave rise to your NICS failure, read the accompanying notes and identify - if it's not obvious - why the check meant you were declined.
Lots of those reasons are ones you are simply not going to be able to resolve. And if that's the case, you're completely out of luck for a purchase from a gun store, and with purchases from a lot of people via private sales.
