Take a latex glove, and a 16 oz. party cup in with you, dip out the water, toss it under the stall divider, into the next empty stall(they'll think somebody pissed the floor), to get the water level down.

If the water is cold enough, they should draw back up naturally and give you enough time to focus on the paperwork. Then again, I have not reached your age and do not know the associated physics with droopy balls. Cold water may not be enough.

Actually i don't see the problem. Just flush a couple of extra times for wash and rinse cycles.
