If you are only plant that for bait for ducks. That’s a federal crime. If it’s a crop you are ok. I used to hunt flooded rice field all the time. But it’s primary purpose was not bait

It’s not baiting. Plant whatever want and shoot’emnin the lips!
It only becomes a no no with waterfowl if you manipulate the crop once mature

We've planted some Japanese millet. We also put in some banana lilies. We didn't have the time we needed this year to go all out. My son was born in February and my dad has a million other projects going on. So neither of us were able to focus on it. Hopefully there's more time next year.
