Its pretty easy now. Click on the users name, for whom you would like to leave feedback. Under the "Interact" line near the bottom of the pop-up it says "Add feedback". Then just plug and chug.

You can also click on their name and "View Trading Profile". This will take you to their page, and then just click on the red add feedback square.

I started looking at the feedback received, verses feedback they left.
If the received feedback outnumbers the feedback left, they don't get any feedback from me until they leave me feedback.
