People must be able to go to the DR, the grocery store, other essential things. Even if the declaration was made, most folks would do what they seemed essential, declaration or not. Non-essential stuff is another animal. Im not 100 percent sure what they can and cannot do, but in time of perceived emergency they will try to push way over what the law allows.

I was up at the lake this weekend, wife and I were going to take the sailboat out, keep away from people. We've been work from home for the last week, and havent gone out at all. The club had a regatta going on, I was shocked, and frankly disappointed that 6 different boats with 5-6 people on each boat all got together to race for the day, and then stood around drinking afterwards.

So why exactly would any state have to lock down the entire population in the first place? Shouldn't the people who are elderly or that have weakened immune systems just quarantine themselves and let the rest of us take our chances? Wouldn't that be a way to keep the hospitals from being overwhelmed without destroying the economy?
