It was a one day sale. Price is back to 30, which is not bad, since last week it was 32.
The highest I ever paid for HR tax software was 28. Set up a camelcamelcamel.com to price watch. I would set it at 28 and wait to buy until then. There should be one more daily sale/price drop at the end of February or early March, based on past years sales.

is this a flat one-time fee and they include Fed & State electronic filing?

It is one time, includes free e-file for up to 5 Fed returns (friends and family can install it and e file). State e-file is extra, $10, IIRC.
